If I do this, should I include a map and stats or something, or do you guys just want to wing it?

Maps would be helpful actually. Just tell me when you're ready so I can create the thread and you can get stated with everything else

Mkay. Should I do weapons and armor so you can equip your minions, or do you guys not want that? So far as to the city all I really know is that the Kongs own the south side, and Big Boo's Haunt is in Koopa territory. Mushroom Kingdom will probably have the smallest territory at the start, but they make up for that by having the most special characters right now. Any other ideas?

Personally, I would prefer that you specify the armor and weapons, so we don't get a situation of epic hammer duels, then SUDDENLY ERMAGERD TEH BAZOOKAS!!! But that's just me

Hmm. I guess I'll leave weapon ranges up to the players because making too much will turn this into an RPG what with dice and all that jazz (which is totally fun, but a looot of work and I'm busy what with my SCIENCE). So like, numbers? I dunno. Knife/Bat : 1, Pistol : 2, Shotgun/Rifle : 3, Machinegun : 4 for damage ratings? Hmm. Oh, the black market totally needs to be called the Mystery Block. Must do this.

Got this on gang stats so far :
Da Goombas have a higher than normal member pool Red Goom increases offensive ability of his units by .25 Blue Goom increases defensive ability of his units by .25 When they are together, overall effectiveness is raised by .5 If Blue Goom has not eaten a goomnut in three turns, he only increases defense by .25 and does not increase offence Any group Geoffrey is attached to generates no heat As long as Boss Goom is alive, goombas buy at .75 but are only .8 effective
They have a smaller than normal member pool As long as Cranky is alive, all their businesses gain double money in their home zone and 1.5 money in neutral zones. As long as Candy is alive, all attacks on Kong Country have .5 effectiveness instead of .75 Diddy has zero travel time, allowing him to get anywhere instantly. He also decreases job time to .75 DK and Candy increase the offensive power of their operations by .75 and .5 respectively
Bowser increases offensive power by .75 when target has no enemy agents attached, and by .5 if there are. Camelia's units always have a .25 defensive advantage in outer territories and a .5 defensive advantage in Koopa territory. Koopa home turf gets a passive .25 defensive boost as long as she's around, and a .75 boost if she's in the group. Daniel decreases job times of groups he is attached to down to .75 in outer territory, and to .5 in Koopa territory William's groups suffer no offensive territorial disadvantages, but gain 1.5 heat
Has the most special minons, but the smallest starting area. Mario increases offensive of his units by .5 and defensive by .25 Luigi increases offensive by .25 and defensive by .25 If both are in the same unit, overall effectiveness is increased by 1 Yoshi and anyone in his car have no travel time, allowing them to get anywhere instantly If Yoshi's car is damaged, travel time is halved. If his car is destroyed he gains no travel bonus unless he comandeers another vehicle, in which case travel time is halved. If in a damaged vehicle that isn't his, travel time is .75 Tayce increases drug business effectiveness in the Mushroom Kingdom zones by 2, but jobs take .5 longer Zess decreases drug buisiness time to .75 As long as Peach is in MK control (not kidnapped or dead) all business done by the Mushroom Kingdom has the same base rate everywhere.

presumably you can get money by stealing, legal business, or illegal business. breaking the law brings down heat, which means the cops are more likely to bust you till it gos away.

Fine by me, you'll have to teach me how to play it though. I've never done a tabletop RPG before.

Well seeing as I'm apparently making this from scratch I'll have to learn how to play it, too. As is, there's going to be Home Territory, Territory, and Neutral Zones. Doing missions/jobs in home or regular territory you own gets a bonus, neutral gets no bonus, and enemy gets you a disadvantage. You capture territory by storming in and taking it, which is attack vs defense, using armor and weapons. Attaching a special character to your goon squads can make the squads more effective, but it may also send your characters out of home territory where they'll be easier to kill. Hiring dudes takes money, developing your zones takes money, buying equipment for your dudes takes money MONEY MONEY MONEY. So it's like monopoly meets risk meets gang warfare.
